I want to use these filters with any Raspberry Pi cameras, but I don't know if works. I want to try with "The infrared Camera Module v2 (Pi NoIR)".

Actually they are the same filters as come with the NOIR camera! Raspberry Pi worked with us to develop the filter options from our original filter pack kit. However, our filter pack also includes red filters.
I have another question. It is better to use these filters with the normal Pi camera or with the Pi NOIR camera?

With the NOIR for sure. The extra infrared band is where we get the extra data to do the vegetation analysis.
